Must be a car ownerJob Description Service:Housing Needs and ResourcesJob Title:Housing Officer Reports to:Private Sector Leasing ManagerOverall Context of the Job2.1 To provide excellent housing management services in partnership with tenants, landlords and other agencies both from an office base and home visits.Overall purpose of the job3.1To provide a high standard of day-to-day management of council leased property.3.2 To work with other members of staff and outside agencies to maintain and improve the quality of life for council tenants.Key Accountabilities;4.1.To ensure that tenancy and lease conditions are adhered to, taking enforcement action when necessary. 4.2.To inform the other specialist teams of tenancy breaches and any related enforcement action where appropriate.4.3.Maximising income from rent and related benefits. To liase with council departments and other agencies as appropriate, to maximise income and arrears recovery.4.4.To give detailed responses to enquiries and resolve queries from customers.4.5.To represent Barnet Council in Court proceedings relating to the team's area of work.4.6.To co-ordinate and carry out property Inspections ensuring appearance, maintenance and provision of services is of a good and safe standard. To inspect the standard of work where there are specific complaints liasing with Maintenance Surveyors and other service providers as necessary.4.7.To fulfil the Council's statutory obligations in respect of accepted homeless applicants.4.8.To assist in the swift turnaround of void property and in the tenancy termination process.4.9.To assist the surveyor in handback properties and ensure that they are returned in a reasonable state.4.9Engage with tenants to encourage their input into services provided and work closely with them to ensure that services reflect their priorities. Arrange and attend appropriate consultation events/meetings outside of normal working hours if necessary.4.10.To provide housing advice on Choice Based Lettings and Options First.4.11.To carry out visits to new tenants within 2 weeks of the tenancy starting in order to provide information and assistance to help with settling in to their new home.4.12.To investigate and act upon any breaches of Tenancy Conditions or suggestions for improvement made by the Environmental Services Manager or their staff.4.13.To deal with Anti Social Behaviour in accordance with the Council's Anti Social Behaviour Policy.4.14To deal with racial (and other forms of) harassment in accordance with the Council's policy.4.15.To carry out an agreed number of annual tenancy audits of Private Sector Leased properties and deal with unauthorised occupation of dwellings by people without tenancy rights, including repossession of dwellings and evictions.4.16To assist the victims of Domestic Violence in accordance with Council policy.4.17.Report all instances of suspected abuse or neglect of children to the duty officer in Social Services.4.18.To identify and respond to tenants who require specialist advice or support, e.g. mental health problems, making referrals to the Housing Support Officer where appropriate.4.19.As directed, undertake training required in order to carry out the duties of the post in an informed, efficient and effective manner.4.20To provide access to our service for customers throughout the working day.4.21Any other duties as may be deemed necessary for the post.Essential *Minimum 1 year experience in dealing with the public.*Able to work on own initiative and as part of a team.*Private Sector Leasing experienceEssentialPerformance Management*Able to perform accurate calculations, etc. on rent accounts and/or service charge accounts.*Logical and structured approach to problem solving.*Able to prioritise and organise workload.Communication *Be able to deal with clients face to face in difficult/stressful situations.*Able to effectively communicate in writing and verbally with tenants and landlords.*Able to work effectively within a team and work co-operatively with other departments.Skills and KnowledgeEssential*Good IT skills encompassing:*Full range of Microsoft systems, including PowerPoint and Excel *Report writing and data extraction*An understanding of Data Protection*An understanding of Homelessness legislationDesirable *An understanding of good Customer Care practices and Consultation processes.*Understanding of all relevant housing legislation.*Knowledge of welfare/housing benefit.*Knowledge of relevant Support Services.*Knowledge of Health & Safety legislation.Other RequirementsEssential*Ability to demonstrate equal opportunities in practice.*Ownership of motor car.*Full driving licence for motor car.*Ability to climb stairs to visit all properties.*Available to attend evening meetings and, on occasion, events at weekendsEden Brown is committed to equality in the workplace and is an equal opportunity employer.Eden Brown Ltd is acting as an Employment Business in relation to this vacancy.
